Who can access Flock camera data
The agency that runs a Flock camera decides who can search its data, and the public cannot. 6,740 agencies and 1,244 private groups appear in the sharing lists agencies post on their Flock transparency portals, copied October 14, 2026. Pick your agency to see who it shares with, whose data it can search, and how long it keeps reads.
Look up an agency
Pick a state, then search for an agency by name. You will see who it shares with, and whose data it can search.
Each dot is one state's agencies. Pick an agency to see its lists here, with lines on the map to its partners.

Federal access, from the lists
19 accounts that EyesOnFlock labels federal appear in the sharing lists, and 276 agencies list at least one. No list names ICE, CBP or HSI (October 14, 2026). Flock says it does not work with ICE (its compliance page). Audits and news on federal access by other routes are in the Flock camera guide.

8 more accounts labelled federal are counted, not named: the page names an account only when it reads as a public agency in both checks. EyesOnFlock labels these accounts federal; CamsAhead counts them from the posted lists, which cannot show searches one agency runs for another. Sharing data: EyesOnFlock (CC BY-SA 4.0).

How to read the sharing lists
Agencies with Flock plate readers can share the data their cameras collect. Each one's Flock transparency portal lists who it shares with. Many also list whose data they can search.
To open one agency's portal, search the Flock transparency portals by town.
"Shares with" means the other side can search this agency's data. "Can search data from" means this agency can search theirs. When both are true, they share both ways. CamsAhead shows a link when either agency's list names it, so a count here can be higher than the one on the agency's own portal.
Public agencies are named and linked to their own portal. Private groups show by type only. A map point is the center of a town or county, not where a camera stands.
These are the lists as EyesOnFlock copied them, most on October 14, 2026 and a few months earlier. A list can change at any time. The agency's own portal has the latest one.
To get a list from the agency itself, send it a public records request.
Most portals also say how long the agency keeps reads, shown with its lists above. For who runs these cameras, see who owns Flock cameras.
Flock data sharing: questions
Does ICE use Flock cameras?
Flock says it does not work with ICE (its compliance page, read Oct 28, 2026). The sharing lists name no ICE, CBP or HSI account as of October 14, 2026. A list does not show searches one agency runs for another: in August 2025, the AP reported an Illinois state audit that found CBP had reached Illinois data, and Flock paused its pilots with CBP and HSI. The timeline is in the Flock camera guide. See federal accounts in the lists.
Which federal agencies are in the sharing lists?
19 accounts that EyesOnFlock labels federal appear in the lists, and 276 agencies list at least one. The most listed one this page names is Federal Bureau of Investigation (FBI), listed by 175 agencies. The table has each one.
What does "shares with" mean?
It means the other agency can search the plate-reader data this one's cameras collect. Each agency's Flock transparency portal lists who it shares with. Many also list whose data they can search.
Why are some names left out?
Public agencies are named. Private groups, like homeowners groups, stores and churches, show by type only. They get no name and no spot on the map.
Where do these lists come from?
Agencies post them on their Flock transparency portals. EyesOnFlock copied most of them on October 14, 2026, a few earlier, and shares them under CC BY-SA 4.0. A list can be out of date, so each agency links to its own portal.
Can two lists disagree?
Yes: some links are listed by both sides, and some by one side only. CamsAhead shows a link when either list names it. Accounts marked inactive are listed apart and not counted.
