Mapped Pennsylvania data center sites, with their power, water and risk
One app for every Pennsylvania county: data center sites, power, grid and FEMA risk, with hearing alerts and an API. 47 data center buildings are mapped in 8 of its 67 counties, and businesses pay 12.42¢ per kWh for power, 7% below the US average.
Which risks do the counties with data centers face?
Inland flooding is the most common risk: 5 of the 8 counties with mapped data centers rate high for it.
Bars: counties with mapped data centers that rate Relatively high or Very high . Tap one to show it on the map.

U.S. Energy Information Administration (EIA): Form EIA-861 (released Oct 2026) and Form EIA-861 2025 detailed data (released Oct 2026): business power prices and sales by state, grid operators and utilities by county; retrieved October 31, 2026.
FEMA: National Risk Index v1.20 (December 2025), NRI_Table_Counties and NRI_Table_States: natural hazard ratings by county and expected annual loss by state; retrieved October 31, 2026. This product uses the Federal Emergency Management Agency's OpenFEMA API, but is not endorsed by FEMA. The Federal Government or FEMA cannot vouch for the data or analyses derived from these data after the data have been retrieved from the Agency's website(s).
U.S. Census Bureau: US Census Bureau, Vintage 2025 county population estimates (co-est2025-alldata.csv): people by county.
Buildings and sites that OpenStreetMap volunteers have tagged as data centers. It counts mapped objects, not an official register, so some data centers are not on it yet.
Drought, the water view
FEMA's drought rating is our water view for each county: how much drought is expected to cost a year, against the rest of the US.
Expected annual loss (FEMA rating)
FEMA's National Risk Index estimates what each hazard costs a year, on average, in damage to buildings, crops and people. It then rates each county or state against the rest of the US, from Very low to Very high. "Rate high" here means Relatively high or Very high.
AI campuses
A large data center campus built for AI computing, on Epoch AI's list of AI data centers. "Being built" means Epoch lists no computers running there yet.
Cents per kWh
The average price businesses paid for one kilowatt-hour of electricity in 2025: their total bills divided by the power they bought. Pennsylvania ranks 23rd most expensive of 51 (the 50 states and DC).
ISO/RTO
An ISO or RTO runs the high-voltage grid and the wholesale power market for a region. PJM serves 99.9% of Pennsylvania's retail power sales.
Commercial sales
Electricity sold to businesses: offices, shops and most data centers. EIA does not count data centers on their own; most sit in this group. Pennsylvania sold 40.1 TWh in 2019 and 40.3 TWh in 2025.
Latest 12 months (2025-09 to 2026-08): 40.3 TWh, +0.3% on the 12 months before.
TWh (terawatt-hours)
A terawatt-hour is a billion kilowatt-hours: a measure of how much electricity is made or used over time.
Proposed capacity
New generators that plant owners have reported to EIA for 2026–2030. They are plans, not commitments: some are delayed or dropped.
Other (EIA's catch-all)
EIA's own "Other" group, for sources outside its main fuel types. EIA does not split it further in this table, so neither do we.
Balancing authority
The organisation that keeps supply and demand matched, minute by minute, in its area. Each utility reports its sales under one.
Water taken in and used up
Taken in (withdrawn): water a power plant pulls from a river, lake or well to cool. Used up (consumed): the part that evaporates and does not go back. These are power plant figures, the grid's water, not data center water.
MW and IT power
A megawatt (MW) measures power: how much electricity a site can draw at once. For AI campuses we show IT power, the power for the computers themselves, not cooling or offices. 1,000 MW is one gigawatt.
First online and full size
First online: when Epoch AI expects the first computers to run. Full size: when the campus should reach its full planned power. Both are Epoch's estimates and can move.
